The summer of 2000 witnessed the presidential campaign, and on June 1, in an effort to be prepared with recommendations on federal land management policy for the next Administration, the Andrus Center invited current and former governors, who had dealt on the ground with such policies, to share their thoughts on ways to break the land management gridlock of overlapping laws and regulations. The panelists were Governors John Kitzhaber of Oregon, Marc Racicot of Montana, Phil Batt of Idaho, Norm Bangerter of Utah, and Mike O’Callaghan of Nevada.

The conference report that emerged from their deliberations contained important suggestions for modifying federal land management policy, and those were delivered to both presidential candidates.
